In a large bowl, combine chicken, cream of chicken soup, sour cream, milk, vegetables, garlic powder, onion powder, salt, and pepper. Stir until thoroughly combined.

Fold the quartered biscuit pieces into the mixture until fully coated.

Transfer mixture to the prepared baking dish. Evenly sprinkle shredded cheese over the top.

Cover with foil and bake for 20 minutes.

Remove foil and continue baking for 10-15 minutes more, until biscuits have puffed up, turned golden brown, and are cooked through.
